The Queensland Certificate 3 Guarantee funding can help you undertake training or gain a qualification at a reduced cost.
The Queensland Department of Education and Training wants more people to undertake training in areas where skilled workers are needed. To help you do this, the Queensland government provides funding for part of your course through the Certificate 3 Guarantee funding program.
Available Courses
The courses available under our Certificate 3 Guarantee Program funding are:
- Certificate III in Health Support Services (HLT33215)
- Certificate III in Cleaning Operations (CPP30316)
Student Eligibility
To be eligible to undertake a course through the Certificate 3 Guarantee Program you must meet the following criteria:
- Must not already hold or be undertaking a Certificate III or higher qualification (if completed at school not counted)
- Be 15 years or older
- Not be attending school
- Be a Queensland resident – an Australian Citizen or permanent resident living in Queensland, or a New Zealand citizen permanently residing in Queensland
Your employment status is irrelevant: you may be employed or unemployed.
Once you have completed the qualification level through the Certificate III Guarantee Funding you will no longer be eligible for a government subsidised training place.

Fee-Free Training for Year 12 graduates
To support Queensland’s Year 12 graduates to successfully transition to employment, the government is offering fee-free training in high-priority qualifications under the Certificate 3 Guarantee.
To be eligible for fee-free training, the student must meet the above Certificate 3 Guarantee eligibility criteria and:
- Have evidence of completing Year 12 in Queensland (e.g. hold a Queensland Studies Authority issued Senior Statement or equivalent certification)
- Enrol in a high-priority qualification under the program with a PQS
- Commence training within 12 months of graduating Year 12 (i.e. by the end of the calendar year after completing Year 12).

Course Fees
You will be charged a Co-Contribution fee. The fee amount will depend on whether you hold a valid concession card or not. Student co-contribution fees are the total cost to the student and listed below.

Under the Certificate 3 Guarantee, concessional participants are defined as follows:
- The participant holds a health care concession card or pensioner concession card
- The participant holds an official form under Commonwealth law confirming that the participant is entitled to concessions under a health care concession card or pensioner concession card
- The participant is of Aboriginal or Torres Strait Islander origin
Where a student is registered with Job Services Australia (JSA) a referral form from the JSA is required. This referral must state whether or not the JSA is contributing to the student fee. Where the JSA is contributing to the course enrolment fee then no concessions are to apply.
Payment of Fees
Payment of course fees should be made prior to the commencement of training. Should a student be able to demonstrate significant hardship the student contribution fee may be broken into multiple payments, payable over 2-3 months.
Where an employer may be paying a student contribution fee the employer shall be invoices prior to commencement of training.
Certificate 3 Guarantee Key Facts

Eligible participants can only use the Certificate 3 Guarantee funding entitlement once in their lifetime.
Eligible training participants can only access Certificate 3 Guarantee through Registered Training Organisations approved by the Queensland Government to deliver publicly funded training and assessment services.
The primary intent of the Certificate 3 Guarantee is the delivery and completion of certificate level III qualifications which lead to employment or career progression.
Certificate 3 Guarantee Refund Policy
Should a student leave or drop out of a course for any reason they are entitled to a refund for the percentage of the course they did not complete.
To apply for a refund, students must call the enrolment administration office on 1300 783 757 or email us at admin@danielsassociates.com.au. Students are required to supply bank account details and refunds will be enacted within 7 days of application.
